About The Role:

Head of PFI Commercial & Performance responsible for leading commercial strategy, contractual governance, and performance optimisation across a diverse PFI portfolio. This role plays a critical part in safeguarding organisational interests, ensuring compliance, and supporting operational teams to deliver high-quality services across healthcare and education PFI environments. 

To ensure effective performance monitoring and reporting across the PFI contracts. This role involves assessing PFI performance across various sites, ensuring compliance with service level agreements (SLAs), tracking key performance indicators (KPIs), and providing strategic support to Healthcare & Education Managing Director for continuous improvement and contractual performance efficacy. 

Monitor the Performance Parameter Monitoring Process and plan and monitor corrective actions as may be required. Support contract managers with client audits and rectification actions. 

To promote a positive, professional, and supportive attitudes among OCS and client colleagues at all times,prioritising the development of a culture of compliance, safety and welfare.

Key Tasks & Responsibilities:

  • Commercial Leadership & Protection of Business Interests 
  • Protect OCS’ contractual and financial position across all PFI agreements. 
  • Ensure PFI sites are working in line with Service Level Specifications. 
  • Provide oversight into contractual entitlements, payment mechanisms, and risk exposure. 
  • Lead dispute resolution, negotiations, and commercial discussions. 
  • Ensure all decisions align with contractual obligations while safeguarding company interests. 
  • Manage benchmarking process in line with contractual requirements. 
  • Assist in Market Testing processes as required; working closely with the Sales/Pricing teams. 
  • Prepare Variation responses, working collaboratively with the on-site teams, technical teams and pricing analysts as required. 
  • Oversee annual price increases. 

PFI Contract Management Support 

  • Support and mentor PFI Contract Managers across multiple sites. 
  • Provide expert guidance on contract interpretation. 
  • Assist in resolving performance and client-related issues. 
  • Standardise reporting and compliance approaches. 

Team Leadership & Collaboration 

  • Drive a collaborative, high-performance culture. 
  • Deliver training, workshops, and development support. 
  • Encourage knowledge sharing and best practice. 
  • Support teams during complex contractual situations. 

PFI Audits & Compliance Readiness 

  • Prepare and lead PFI audits and compliance reviews. 
  • Ensure documentation and processes are audit-ready. 
  • Support teams with audit preparation and gap analysis. 

Contract & Performance Management 

  • Ensure compliance with KPIs and contractual frameworks. 
  • Monitor performance and drive improvements. 
  • Oversee variation processes. 

Stakeholder Management 

  • Build relationships with key stakeholders including NHS Trusts and SPVs 
  • Lead governance meetings and discussions.
The ideal candidate will have:
  • Proven experience within PFI Contractual arrangements 
  • Experience within Healthcare and Schools. 
  • Strong support and development of PFI contract managers 
  • Expertise in audits and compliance 
  • Skilled in protecting commercial interests 
  • Strong collaboration and leadership abilities
