About The Role:

To help OCS develop and maintain a positive approach to QHSE by coaching, supporting, advising and guiding senior managers and operational teams in relation to QHSE matters. Influence behaviour and train and coach others to deliver the QHSE Management System. Deliver a risk based QHSE audit programme and to carry out accident and incident investigations (as directed).

Working Arrangements

  • Full time (working hours as detailed in the contract of employment) and such additional hours as are necessary for the proper fulfilment of the role, although would consider an element of flexible working. Shift patterns include some night working (in line with the cleaning operation)
  • The need to work across a number of sites across the country covering days and nights with travel and overnight stays dependent on business needs for frequent site visits.

Main responsibilities

  • To help up-skill operational management so that their QHSE competence, confidence and abilities are enhanced.
  • To participate in policy and process review to help achieve simplicity of access, easy understanding and full implementation.
  • To control and monitor the QHSE Team as it supports operational management in the delivery of the QHSE management system
  • To communicate proactively on QHSE issues and, as requested, prepare reports, bulletins and briefs to promote learning.
  • To react to emerging challenges and adapt as necessary.
  • To support delivery of QHSE strategic objectives and initiatives targeted at continual QHSE improvement.
  • To support the business to manage effectively QHSE matters and to be capable of taking appropriate and timely corrective action when required.
  • To carry out QHSE audits, to be completed to an agreed schedule, in order to identify nonconformance and advise upon corrective actions.
  • To appoint QHSE Advisors to undertake accident and incident investigations of reportable events, and other incidents as directed.
  • To carry out accident and incident investigations (as directed) and produce reports with recommendations in conjunction with management to facilitate corrective and preventative action.
  • To provide competent advice and support to the business to assist adverse event investigation and proactive follow-up of lessons learnt.
  • To liaise, as required, with any enforcement authority (e.g. HSE, EHO) carrying out an investigation involving OCS and to co-ordinate any requests from that authority.
  • To represent the QHSE Team at meetings providing specialist knowledge and guidance on compliance and resilience activities.
  • To give credibility to the role by actively building effective working relationships with customers and key stakeholders.
  • To keep up to date with new legislation and industry initiatives to ensure maintenance of CPD.
  • To work collaboratively and constructively with other members of the QHSE Team to ensure a consistent and
  • seamless delivery of QHSE support across OCS.
  • OCS Customer Services and L&D Training programme. To be Champion of the Company Programme in charge of the administration.
  • Monitor and quality control training from OCS managers that all workshops, toolbox talks, and hot shots are completed
  • Keep electronic and hard copies of all training and compliance information organised and available to the rail contract and/or the relevant electronic systems and applications up to date (i.e. Assure/Bluehook/Q/Excel/Power BI)

Necessary

  • General secondary education with a high level of numeracy and literacy
  • NEBOSH General Certificate
  • IOSH Membership
  • Detailed and comprehensive knowledge of Health and Safety compliance and statutory requirements placed on the business.
  • Extensive practical safety management and delivery experience, preferably in a rail, engineering or industrial services. A working knowledge of environmental law is preferred.
  • A credible level of experience in investigating significant events and in dealing with enforcement agencies. A good knowledge and understanding of civil claims and criminal enforcement.
  • As analytical approach to problem solving and decision making is essential.
  • Able to operate and communicate competently with any level of customer within both the internal and external client organisation.
  • The ability to demonstrate proactive customer relationship management and effective relationship building is essential.
  • Confident when dealing with the enforcing authorities.
  • Behaves in an ethical and sustainable way in all they do
  • Full UK drivers license desirable
